According to the Deputy Minister of Health and Social Development of Kazakhstan Svetlana Zhakupova, has introduced a legislative draft the purpose of the Convention is to promote, protect and ensure the full and equal actualization of all human rights and fundamental freedoms for all persons with disabilities.
Principles of the Convention are: respect for the dignity, autonomy and independence; non-discrimination, full and effective participation and inclusion in society; Respect for difference and acceptance of persons with disabilities as part of human diversity and humanity; equality of opportunity; accessibility; equality between men and women; Respect for the evolving capacities of children with disabilities and respect for the rights of children with disabilities to preserve their identities.
"The Convention aims to ensure the participation of people with disabilities in the civil, political, social and cultural life of society, the elimination of discrimination based on disability, as well as the establishment of effective legal mechanisms to ensure the rights of persons with disabilities. Under the Convention, States Parties shall take all appropriate measures, including legislation, to ensure an adequate standard of living of people with disabilities and their social protection ", - stated in the text of the conclusion of the
Committee on Foreign Affairs, Defence and Security of the Majilis of Parliament of Kazakhstan.
In addition, States Parties shall prohibit any discrimination on grounds of disability and guarantee to persons with disabilities equal and effective legal protection against discrimination on any ground.
